TL;DR
GA4 has four access levels: Administrator (full control including user management), Editor (can change settings and create reports), Analyst (can create personal explorations but not change settings), and Viewer (read-only). Permissions can be set at the account or property level. Account-level permissions cascade to all properties. Always have at least two Administrators.

Access Levels
**Administrator:** Full control — manage users, change settings, delete data. **Editor:** Change property settings, create shared reports. **Analyst:** Create and share explorations, no setting changes. **Viewer:** View reports only.

Setting Permissions
Admin > Account/Property Access Management > click '+' > Add users. Enter email, select role. Account-level roles apply to all properties underneath.

Best Practices
Minimum two Administrators per property. Use Analyst for team members who need custom analysis. Use Viewer for stakeholders who only need reports. Review access quarterly.
