TL;DR
The LinkedIn Insight Tag tracks LinkedIn ad conversions and builds audiences. In GTM, create a Custom HTML tag, paste the LinkedIn Insight Tag code (found in LinkedIn Campaign Manager > Account Assets > Insight Tag), set it to fire on All Pages, and publish.

Getting Your Insight Tag Code
In LinkedIn Campaign Manager, go to Account Assets > Insight Tag > Install my Insight Tag > I will use a tag manager. Copy the JavaScript code.

GTM Setup
Tags > New > Custom HTML. Paste the LinkedIn code. Trigger: All Pages. Test in Preview mode. Publish.

Conversion Tracking
After installing the Insight Tag, set up conversions in LinkedIn Campaign Manager > Account Assets > Conversions. Define conversions based on page loads (thank-you page URL) or events.
